An investor called me last month about a four-bedroom rental in Mesa. He owned six properties, wrote off most of his income, and his W-2 lender had just told him he was “maxed out.” The property rented for $2,650 a month and the numbers worked. This is exactly the situation an Arizona DSCR loan is built for: the lender qualifies the property’s rent, not your tax returns.
Here is how DSCR loans work in Arizona, what the Phoenix-area market looks like right now, and the state-specific issues that trip up investors, especially on short-term rentals.
What Is an Arizona DSCR Loan?
A DSCR loan is a business-purpose mortgage on a rental property that is underwritten on the debt service coverage ratio. That ratio is the property’s monthly rent divided by its monthly housing payment (principal, interest, taxes, insurance, and any HOA dues). A property that rents for $2,650 against a $2,400 payment has a DSCR of about 1.10.
There is no personal income verification, no tax returns, and no debt-to-income calculation. Lenders still look at your credit score, your reserves, and your experience. The loan has to be for investment use. You cannot live in the property, which is why DSCR loans sit in the business-purpose category and not the consumer one.
If you want the full formula, we cover it in how lenders calculate DSCR and in our breakdown of the DSCR minimum ratio lenders accept.
What Do Lenders Require for DSCR Loans in Arizona?
Arizona underwriting looks like it does in most Sunbelt markets. Most of the lenders I work with use these guidelines for a 1-4 unit rental:
- DSCR: 1.0 or better is the standard. Some lenders go down to 0.75 to 0.90 with lower leverage and strong credit.
- LTV: up to 75-80% on a purchase, and 70-75% on a cash-out refinance.
- Credit score: 660 minimum at many lenders, with the best pricing at 720 and above.
- Reserves: usually 3 to 12 months of the full housing payment, depending on the lender and the loan size.
- Loan size: commonly $100,000 to $2 million or more on a single property.
- Entity: most lenders close in an LLC. See our guide to a DSCR loan in an LLC.
Pricing sits above conventional investor loans. Per Freddie Mac’s Primary Mortgage Market Survey, the 30-year fixed rate averaged 7.40% as of October 15, 2026, up from 6.27% a year earlier. The Federal Reserve raised its target range to 3.75% to 4.00% on September 16, 2026, and the cost of money has followed. DSCR loans typically price 100 to 200 basis points above conventional rates, so with that benchmark a clean file at 75% LTV tends to land in the mid-8% to low-9% range. Your actual quote depends on score, leverage, DSCR, and property type.
What Is the Arizona Rental Market Doing in 2026?
Phoenix is a deep rental market that has gone through a supply wave and is now coming out the other side. According to Northmarq’s Q2 2026 Phoenix multifamily report, apartment vacancy fell to a three-year low in the first half of 2026. Net absorption was nearly 6,000 units in the second quarter and more than 12,400 units year to date.
On the supply side, the same report shows fewer than 6,700 apartment units delivered in the first half of 2026, the lightest midyear level since 2022, and down 13% from the 2025 pace. Units under construction have declined in seven of the past eight quarters.
That is an apartment dataset, so I use it as directional evidence for single-family and small multifamily rents, not as a rent forecast. The takeaway for a DSCR borrower is practical. Less new apartment supply and strong absorption give your appraiser’s rent schedule more support than it had a year ago. Rent growth has been modest, so I underwrite flat rents and make sure the deal still clears 1.0.
How Do You Qualify a Phoenix-Area Rental? A Worked Example
Take a single-family rental in Mesa with a $450,000 purchase price. The investor puts 25% down and borrows $337,500. At an 8.75% rate on a 30-year fixed loan, principal and interest comes to about $2,655 a month. Add taxes, insurance, and no HOA, and the total payment is roughly $3,050.
| Scenario | Monthly rent | Monthly payment (PITIA) | DSCR |
|---|---|---|---|
| Long-term rental | $2,650 | $3,050 | 0.87 |
| Long-term rental, 70% LTV | $2,650 | $2,870 | 0.92 |
| Short-term rental (12-month average) | $3,600 | $3,050 | 1.18 |
At today’s rates, that long-term rental does not clear 1.0 at 75% LTV. That is the honest picture for many Arizona purchases right now. You have three levers: put more down, buy a property with a better rent-to-price ratio, or use a lender that allows a sub-1.0 DSCR with reserves. I have placed deals below 1.0 where the borrower had strong credit and 12 months of reserves.
From a recent deal: I recently worked with an investor buying a three-bedroom rental in the Phoenix suburbs that rented for roughly $2,300 a month. At 75% LTV the DSCR came out just under 0.90. We moved to 70% LTV, which pulled the payment down and put the ratio over the lender’s 0.95 floor for a 740 credit score. He brought about $25,000 more to closing, and he kept a property that cash flowed instead of walking away from it.

Can You Use a DSCR Loan on an Arizona Short-Term Rental?
Yes, with conditions. Many DSCR lenders in our network will underwrite a short-term rental using either a 12-month average of platform income or an AirDNA-style market rent estimate. Some require a haircut on the projected income. We cover the mechanics in our post on DSCR loans for short-term rentals.
Arizona adds its own layer. The Arizona Department of Revenue requires a Transaction Privilege Tax license for short-term lodging, and the license number must appear in any advertising for the rental. Per the Arizona Department of Revenue, counties also require rental properties to be registered with the County Assessor, and a separate city business license may apply.
One tax change helps long-term landlords. Per the Arizona Department of Revenue, the state eliminated transaction privilege tax on residential rentals of 30 days or more effective January 1, 2025, so a traditional 12-month lease no longer carries that tax at the state level.
Local rules vary widely. Phoenix and Scottsdale each charge $250 a year for a short-term rental permit, and Phoenix escalates penalties from $500 to $1,000 to $3,500 for repeat violations. State law generally prevents cities from banning short-term rentals solely because they are short-term rentals, but HOAs, condo declarations, and insurance policies can still prohibit them. Check the HOA documents before you rely on STR income to qualify.
Which Arizona Markets Work Best for DSCR Investors?
Rent-to-price ratios differ a lot inside the state. Here is how I think about the main markets:
- Phoenix, Mesa, Chandler, Gilbert: deepest tenant demand and easiest exits, but higher purchase prices make 1.0 harder to hit at 75% LTV.
- Glendale, Peoria, Surprise, the West Valley: lower entry prices and better rent-to-price ratios, with more new-build inventory competing for tenants.
- Tucson: lower prices and a steady university and military renter base, which often produce stronger DSCR than the Phoenix core.
- Scottsdale, Sedona, Flagstaff: short-term rental demand, but strict local permitting and HOA exposure.
If you are comparing Sunbelt states, our guides to the Texas DSCR loan and Florida DSCR loan show how the same program behaves in two other large markets. For properties with five or more units or mixed use, the Arizona commercial real estate loan programs apply instead.
How Do You Get Started?
Before you shop, get three things together: your rent estimate (an appraisal rent schedule or a lease), the property’s tax and insurance figures, and your last two months of statements for reserves. Arizona insurance quotes and HOA dues are the two numbers that most often change a DSCR, so get real figures early instead of estimating.
Most DSCR loans in our network close in 18 to 25 days from a clean file. A quick pre-qualification on the property tells you whether you need to adjust leverage before you go under contract.
Frequently Asked Questions
Can I get a DSCR loan in Arizona with a DSCR below 1.0?
Yes, some lenders allow it. Expect lower maximum LTV, a higher rate, and larger reserves. A score above 720 helps.
Do Arizona DSCR loans require tax returns?
No. Qualification is based on the property’s rent versus its payment, plus credit and reserves.
Can I use a DSCR loan to buy an Arizona vacation rental?
Yes, if the lender accepts short-term rental income and the property is not restricted by an HOA. You will need your TPT license and local permit in place.
Can I live in a property financed with a DSCR loan?
No. DSCR loans are business-purpose loans for investment properties only.
